June 29, 2018 in State Budget

CSU Budget is Approved; Salary Steps Bill advances out of Senate Appropriations Committee on June 25. Governor Brown has approved $358 million for the 2018-19 budget for the CSU - $95 million more than the amount requested by the Board of Trustees.

There is an increase of $75 million for the Graduation Initiative - intended to help improve student graduation rates - and $30 million for general university needs. Also included is $120 million in one-time enrollment growth money to fund an additional 3,641 new students for four years, and $35 million for deferred maintenance.

Other items of importance to CSUEU represented employees include:

Budget language requested by CSUEU requiring the CSU to report on how Graduation Initiative funding has been used, and to also report on the hiring of support staff, faculty and administrators and the effect on student success.
$7 million in one-time funding to provide legal services for undocumented and immigrant students, faculty and staff; this will be administered by the Department of Social Services.
AB 1231: Salary Steps

Assembly Bill 1231, legislation sponsored by CSUEU and authored by Assembly Member Dr. Shirley Weber (D-San Diego), was considered by the Senate Appropriations Committee on Monday, June 25.

Bills that have costs associated with them are typically placed on "Suspense File" and voted on in mid-August once costs have been analyzed.

CSUEU legislative advocates will continue to work with the Senate leadership throughout the summer to move the bill forward for a potential full Senate vote late August.

AB 1231 will restore 5% salary step increases that were unilaterally taken away by the CSU nearly 20 years ago. All represented employees will receive an annual salary step increase based upon a satisfactory performance evaluation. AB 1231 will re-establish parity with all other state agencies and parity with the half-million state employees who already have salary steps.
